The equipment are content many part item component etc. When your company Engineer has development the bill of material one column to be indicated the safety category or non-safety category first. When you buy the safety category material all material test shall be verified by your inspector directly. the non-safety category material can be buy from market the non-safety material supplier shall be provided the CMTR ot C of C to you You don't attended the test--just review the document in your shop before sign the receiving sheet.
This is normal practice that request by USA NRC ASME Code for New nuclear power plant construction project's.
The major problem is you engineer have the experience to identify what item or part belong to safety category or non-safety category.
This is the major technical transfer item --- know the design know the safety category in the equipment and know how to qualified them how to issue the qualification Report. etc !!!!!!
All this to be added in the technical transfer contract . if the answer is "Not in the contract yet". Then your company shall be done all material test before or after you received the material Because your engineer are indicated all items listed in the BOM are the safety category.--Your company will be loose more more money in the procurement step. that cannot avoid.
