POSITION TITLE Senior Quality Engineer
Report to: Quality/Product Assurance Manager
MAJOR RESPONSIBILITIES (List in order of importance)
Essential Functions
Ensure that all employees reporting to this position are informed about the standards and related policies and enforce them within this supervised activity.
*1. Develop recommend and implement business unit and departmental QA plans/programs according to current U.S. Nuclear Regulatory Commission (NRC) Company and customer QA standards for nuclear and non-nuclear facilities. Develop and implement policies on scope and retention requirements of quality assurance documentation.
*2. Identify and direct approach for successful resolution of significant product and software quality issues.
*3. Communicate changes in business unit and departmental QA plans/programs and conduct ongoing education orientation training and certification programs for appropriate personnel.
*4. Develop comprehensive audit plans. Conduct external audits of supplier and internal audits of Westinghouse division and departmental QA plans/programs to ensure compliance with applicable QA codes/standards. Write follow up reports and recommend actions to resolve QA issues. Follow engineering actions to resolve issues identified and evaluate the adequacy of proposed corrective actions.
*5. REPResent Companyand providing input during external QA audits conducted by customers government agencies ASME etc. Write audit response and follow up with impacted organizations to ensure that all corrective actions have been taken. Integrate audit results into existing QA plans/programs by developing and implementing new procedures.
*6. Review bid specifications licensing write ups proposals purchase order requisitions field service procedures and other documentation to verify compliance with technical QA requirements for the design construction manufacture and installation of nuclear power plant secondary loop structures systems components and modification thereof as well as for non nuclear projects. Identify deviations which could create safety hazards or malfunctions and return associated documentation to design engineering or to higher level QA personnel with recommended solutions.
*7. Participate on site engineering teams and field services by assisting with development and implementation of site QA procedures and ensuring that procedures are followed during installation and testing of Westinghouse supplied systems equipment components or maintenance/repair programs.
*8. Develop and implement surveillance program to ensure compliance with technical specifications. Verify accuracy of procedures tests and records and review inspection and NDT procedures to ensure compliance with purchase order requirements and design engineering specifications.
*9. Apply advanced quality control techniques and statistical methods for collection of deficiency and maintenance information to identify failure causes and trends rate performance and measure effectiveness of QA programs.
10. Provide technical descriptive and cost input to bid proposals for QA services and training.
11. Assume site QA lead responsibility for routine field maintenance/repair programs.
POSITION SPECIFICATIONS
I. KNOWLEDGE
a. Describe the knowledge required to perform the major responsibilities.
In depth knowledge of national consensus standards of quality assurance such as ASME B&PV Code ISO Six Sigma ANSI/ASME NQA1 and Appendices ANSI N45.2 and the daughter standards IEEE Standards and U.S. NRC Regulatory Guide series.
b. Identify specialized education and/or experience requirements.
Technical Bachelor’s degree or equivalent. Typically four to six years of professional experience.
c. Describe any licenses and/or certificates required.
Must meet at least one of the following: ASQ certified Quality Engineer or Quality Manager Lead Auditor per ANSI/ASME NQA1 certified Level II Inspector in disciplines of electrical mechanical or civil per ANSI/ASME NQA1 or certified NDE level II VT and PT with familiarity with other NDE techniques.

III. RESOURCE RESPONSIBILITY
Annual salaries of all personnel supervised (include those individuals who report directly to the position and those who report up through the direct reports).
Annual operating budget Provide input to recommendations regarding the most effective use of QA equipment and personnel. Analyze cost elements of QA programs and integrate same with business unit/department accounting practices and procedures. Take corrective actions to contain costs on assigned projects.

Convince customer that quality problems have been resolved satisfactorily.
Negotiating skills are necessary when recommending alternatives or when clarifying division/department positions on quality assurance to regulatory authorities and customers.
Listening skills as well as ability to articulate explanations are critical.
